To limit followers make sure you have enabled the approval

iOS Profile -> Settings -> Privacy -> Ask me to approve new followers 

Android -> Settings -> Privacy -> Ask me to approve new followers  

You can only have max 20 pending follow requests. After that you can't ad new followers until you have less than 20 pending requests.
